Mike Shultz has practiced in the field of municipal
government law for over twenty years with an emphasis on
land use law.  Mike started his practice in Colorado, where
he specialized in real estate development planning, zoning
and subdivision issues.  

From 1986-1992, Mike was a professor of law at the
University of Missouri-Kansas City School of Law, where he
directed the school's Urban Legal Studies Program.  Mike
taught classes in State and Local Government Law, Land
Use and Planning Law, Municipal Finance, Constitutional
Law and Civil Rights Litigation.  During this time, Mike
consulted with numerous municipal governments in Missouri
and Kansas.  

In the early 1990's, Mike worked in Colorado, serving as city
attorney and later opening his own firm dedicated to land use
and planning issues, representing developers, neighborhood
groups and others.  Mike returned to Kansas in 1997, where
he has continued to practice in local government issues, land
development, including land use and planning, annexations,
finance, government tort and civil rights liability, employment
law and constitutional law issues.

A synopsis of Mike's career includes:

  •        Given more than 40 speeches and presentations
    before planning and legal professional groups on
    municipal government law, land development law,
    planning and zoning and other topics throughout the
    United States

  •        Authored more than three dozen articles on legal
    topics related to local governments, as well as co-
    authoring Model Subdivision Regulations, Text and
    Commentary, published by the American Planning
    Association

  •        Authored a treatise on Kansas Annexation Law
    that formed the basis for the Kansas League of
    Municipalities manual on the subject

  •         Drafted numerous economic development
    agreements between local governments and private
    developers

  •        Represented local governments in state and
    federal courts on a variety of issues, including land use,
    municipal government employment and constitutional
    law issues

  •        Represented the City of Overland Park in
    annexation litigation between the city and the City of
    Leawood, Kansas

  •       Wrote the brief for the Kansas Supreme Court in
    support of the legality of the consolidation of Kansas
    City, Kansas, and Wyandotte County   

  •        Assisted in the development of the platting excise
    tax used in numerous cities throughout Johnson County
   
  •        Drafted major amendments to zoning and
    subdivision regulations for local governments

Jim Kaup has practiced municipal law since 1981.  Shortly after graduating
from the University of Kansas School of Law, Jim went to work for the Kansas
League of Municipalities where he ultimately served as Legal Counsel and General
Counsel.  Jim left the League in 1992 and entered private practice intent on
continuing his commitment to serving the needs of local governments.  

Jim has worked in several firms over the past 10 years but has always focused
his practice on local government law issues.  Jim spent about four years as City
Attorney for Edwardsville, Kansas.

A synopsis of Jim's career includes:

  •        Speaks frequently at conferences throughout the State of Kansas on
    topics ranging from land use, annexation, employment, constitutional law, Fair
    Labor Standards Act and tort liability issues, as well as other issues facing
    municipal governments.
  •       Clients have included city and county governments through out the state,
    as well as the state's major developmental disability organization--Interhab
  •      Participated in numerous training programs for Kansas government
    officials
  •        Drafted numerous land use regulations for city and county governments
    in the state, including regulations for confined animal feedlot operations and
    wind energy farms
  •        Served as planning commissioner for Shawnee County Planning
    Commissioner as well as Chair of the Commission from 2003-05
